Not reconstruction, but total modernization: Dligach on Ukraine’s future after the war

After the war, Ukraine needs a complete overhaul of its economy and infrastructure, not a reconstruction of the old system.
This opinion was expressed on the YouTube channel "Komersant Ukrainian" by Andriy Dligach, a professor and head of the Center for Social Change and Behavioral Economics.
According to him, there is no point in returning the country to its pre-war state, since many sectors were already inefficient even before the full-scale war.
“We have nothing to restore. Restore the energy sector? Restore metallurgy? In the same format as before? The old housing and utilities sector? No, we don’t need restoration. We need modernization,” Dligach noted.
The expert explained that Ukraine has already lost a significant portion of its resources due to outdated infrastructure. He cited the water supply system as an example: the country loses more than a third of its drinking water due to old networks.

According to Dligach, Ukraine needs new railways, modern airports, green metallurgy, and modernized cities.
“We need total modernization. But this requires a vision, which we don’t have,” he concluded.
