Military registration has been transferred to “Diyu”: what information must an employer submit

Ukrainian companies, institutions, and organizations can now submit their employees’ military registration information through the “Diya” portal. Employers can now electronically report new hires, terminations, and changes to personal data. The Ministry of Defense of Ukraine announced the launch of this digital data exchange, according to "Komersant Ukrainian".
The new mechanism is intended to simplify interaction between employers and regional recruitment and social support centers.
If a notification is submitted electronically, there is no need to resubmit it on paper.
What data can be transmitted via “Diyu”
Employers can use the portal to verify and update employees’ military registration information.
Through the electronic service, employers can report:
- the hiring of an employee subject to military service;
- the termination of an employment relationship;
- a change in an employee’s last name;
- a change in the employee’s registered or declared place of residence;
- other changes to information relevant to military registration.
Previously, such notifications were primarily prepared on paper and submitted to the Territorial Military Registration and Enlistment Office (TCK) and the Military Registration and Enlistment Service (SP). Separately, employers compiled lists for the annual reconciliation of registration data.
Now, the required information may be submitted online. There is no need to provide a paper copy of the electronic notification.
How to Submit Information Online
The head of the enterprise or a person authorized by them may submit the information.
To do this, you must:
- Log in to the “Diya” portal.
- Select the appropriate e-service.
- Verify the company’s information.
- Enter the necessary information about personnel changes.
- Review the generated notification.
- Sign it with an electronic signature.
- Submit the information and track its status in your account.
To use corporate services, a legal entity’s electronic signature is required, which includes the company’s EDRPOU code.
If documents are prepared by an authorized employee, in some cases the company’s CEO may be required to provide the final signature on the application.
When the information appears in “Oberig”
Information regarding an employee’s hiring or termination, after verification, should be updated in the “Oberig” Unified State Register of Conscripts, Military Service Obligees, and Reservists within 72 hours.
This timeframe refers to the processing and updating of information in the registry, not the period during which an employer may delay fulfilling its obligations.
Companies must continue to comply with the deadlines for reporting personnel changes as stipulated in the Procedure for Organizing and Maintaining Military Registration.

How to Check Employees’ Military Registration Information
The “Diya” portal also offers the service “Employee Information from the Register of Conscripts.”
It allows a legal entity to obtain information about officially employed individuals subject to military service whose details are contained in the registry.
To request this information, you must:
- log in using the legal entity’s electronic signature;
- review the generated request;
- sign it;
- monitor the status in your account;
- receive the result via email and in your account on the portal.
Submitting such an application takes approximately one minute. The service is free, and the estimated processing time is up to one day.
As a result, the employer receives information on the status of each officially employed worker whose details are available in the registry.
What’s Changing for Employees
Employees do not need to submit information about their hiring or termination through the corporate account themselves. The employer handles this.
At the same time, individuals subject to military service must notify the company of any changes to their personal data and fulfill their own obligations to update their military registration information.
The employer’s submission of data does not replace a citizen’s obligations in situations where the law requires personal updates to the information.
