How pharmacies can join the reimbursement program: detailed instructions

As the CMU Resolution No. 1417 of 13.12.2025 came into force on July 1, 2025, according to which all pharmacies must conclude agreements for the reimbursement of medicines, the NHSU receives a large number of requests from new participants regarding the terms and algorithm for concluding agreements.
For your convenience, we provide a step-by-step algorithm on how to join the program, "Komersant Ukrainian" writes.
What is required to conclude an agreement
– register the pharmacy in the electronic healthcare system and ensure the registration of authorized persons;
– provide authorized persons with electronic signatures;
– have adequate computer equipment and Internet access in each pharmacy or pharmacy outlet where it is planned to dispense medicines and medical devices;
– submit an application for concluding an agreement through the electronic medical information system in which the institution is registered. Up-to-date information on the functionality of MIS connected to the central database of the electronic healthcare system is available at https://ehealth.gov.ua/pidklyucheni-do-ehealth-mis/
– when filling out the application, please indicate:
– full name of the signatory of the agreement and the basis on which the signatory acts
– correct bank details in IBAN format
– select the groups of conditions (nosologies) for which the institution is ready to supply medicinal products or medical devices. For more details, see the announcement on the conclusion of reimbursement agreements on the NHSU website.
Important to consider:
– errors, in particular, but not exclusively in bank details, may result in the need to resubmit the application;
– within 5 calendar days from the date of submission of the draft agreement in the system, the authorized person of the pharmacy shall electronically sign the agreement. The agreement is concluded and comes into force from the date of its signing by the authorized representatives of the parties;
– after concluding the agreement, it is necessary to mark in the system those pharmacies and pharmacy outlets where medicines and medical devices will be dispensed.
Additional requirements:
If it is necessary to clarify the data on licenses for conducting business activities in the retail sale of medicines and/or for activities related to the circulation of narcotic drugs, psychotropic substances and precursors, provide scanned copies of them, attaching them as attachments to the application.
Deadlines for submitting applications:
The contract starts no earlier than the date of application.
Contracts are concluded for a period of up to three years.
