Losses Exceed 300 Million Hryvnia: Investigation into Former Head of the State Property Fund of Ukraine Concluded

The Specialized Anti-Corruption Prosecutor’s Office (SAPO) and the National Anti-Corruption Bureau of Ukraine (NABU) have completed a pre-trial investigation into the laundering of assets obtained through criminal means by the former head of the State Property Fund and three other individuals. This was reported by the Specialized Anti-Corruption Prosecutor’s Office and the National Anti-Corruption Bureau, according to "Komersant Ukrainian".
The case involves former State Property Fund head Dmytro Sennychenko and others.

“The SAPO and NABU have completed a pre-trial investigation into four individuals involved in the legalization of assets obtained through criminal means by members of a criminal organization led by the former head of the State Property Fund of Ukraine,” the statement reads.
According to the investigation, to launder the proceeds of corruption, the suspects established companies abroad through which they registered various assets.
“These assets include land plots in Croatia, luxury cars, and a number of apartments in several buildings in the United Arab Emirates,” the statement said.
The total value of the laundered assets exceeds 300 million hryvnias.
The individuals were notified of the charges in February 2026. The participants in the scheme were identified thanks to the work of a joint investigative team with law enforcement agencies in Austria, Croatia, and France.

Other allegations in the case
Earlier, in March 2023, NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) uncovered two instances of activity by the criminal organization.
The first involved corruption at the Odesa Port Plant, 99.56% of whose shares are owned by the state. The second involved the United Mining and Chemical Company, 100% of whose shares are owned by the state. The total amount of losses in both incidents exceeds 700 million UAH.
According to the investigation, former State Property Fund of Ukraine (SPFU) head Sennychenko, together with his accomplices, appointed “his own” people as directors of JSC “Odesa Port Plant” and JSC “United Mining and Chemical Company.” These individuals then entered into contracts with predetermined companies and sold products at below-market prices. The difference in value was siphoned off and converted for the benefit of the criminal organization.
This resulted in losses to the state totaling over 700 million hryvnias. Members of the criminal organization are also suspected of laundering assets obtained through criminal means totaling over 10 billion hryvnias.
The total number of suspects in connection with the aforementioned activities of the criminal organization currently stands at 15.
