Electric Scooters in Lviv — Under the New Rules: Who Won’t Be Allowed to Ride and What Will Be Subject to Fines

The Lviv City Council has adopted new rules for the use of electric scooters. From now on, riders must be at least 16 years old, and wearing a helmet will be mandatory. In addition, the city is introducing new requirements regarding speed limits, parking, and oversight of rental services.

What new rules have taken effect
During a session on July 30, members of the Lviv City Council approved amendments to the City Improvement Regulations.
According to Oleg Zabarylo, director of the Department of Urban Mobility and Street Infrastructure, the decision was the result of work by a special task force that spent several months studying the issue of safe electric scooter use.
What has changed for users
From now on, the following rules will apply in Lviv:
- You must be at least 16 years old to ride an electric scooter;
- Wearing aprotective helmet is mandatory;
- in certain hazardous areas, the speed limit is 15 km/h;
- new parking rules for rental electric scooters are being introduced;
- Experimental traffic signs and informational signs will be installed, and their regulations will also apply to electric scooter users.

Where You Can Park Your Scooters
The city has designated 234 official parking spots for rental operators.
Scooters must be parked only in designated locations, and service operators will pay a rental fee for the use of city infrastructure.
City officials are confident that this will help eliminate the chaotic parking of scooters on sidewalks, near crosswalks, and at public transit stops.
Who will enforce the rules
Enforcement will be carried out by:
- the patrol police;
- “Municipal Guard” officers.
They will conduct both preventive inspections and respond to violations of the rules for using electric scooters.
In addition, the Lviv City Council has appealed to central authorities with a proposal to amend the Traffic Rules and the Code of Ukraine on Administrative Offenses to legally establish liability for such violations.
Why the city decided to tighten the requirements
Officials in Lviv explain that the reason for the changes was a sharp increase in the number of injuries among children and adolescents.
According to the city’s Department of Health:
- since March of this year alone, more than 100 children have been hospitalized with severe injuries after falling from electric scooters;
- last year, three children with critical injuries became posthumous organ donors after being declared brain dead.
It is precisely these figures that served as one of the key arguments in favor of tightening safety requirements.
Could similar rules be implemented in other cities?
Lviv became one of the first Ukrainian cities to comprehensively regulate the use of electric scooters at the local level.
If the proposed amendments to the Traffic Rules and legislation are supported at the national level, similar restrictions may gradually be introduced in other cities across Ukraine.
