€25 million for Rozetka: how the company plans to use the EBRD loan

The European Bank for Reconstruction and Development has approved a €25 million loan for the Rozetka Group. This was reported by the EBRD press service, as reported by "Komersant Ukrainian".
Of this amount, €20 million is earmarked for the Ukrainian company Rozetka.ua, and another €5 million for the Polish subsidiary Rozetka EU LLC.
“About €10 million is planned to be used to finance the working capital of the group’s Ukrainian and Polish operations. Up to an additional €15 million may be used both to replenish working capital and for potential investments in business development in both countries,” the statement said.
How the company will use the €25 million
The financing structure provides a balance between operational support and growth investments. About €10 million will be allocated to support daily operations:
- purchasing goods,
- logistics,
- warehouse operations.
The remaining amount will be allocated to more flexible needs—infrastructure development or new projects.
The agreement is further reinforced by EU support through an investment program for Ukraine, which partially insures against first-loss risks. The project is aimed at financing businesses in a country living under wartime conditions.
“A particular focus is on the environment. Part of the funding will be directed toward energy-efficient goods. After all, Ukrainian and European consumers are increasingly choosing energy-saving solutions.”
The EBRD also notes that the project’s implementation will contribute to the reintegration of veterans and other vulnerable groups. A separate environmental component of the financing is included, specifically for the purchase of energy-efficient household appliances.
The loan will provide the Rozetka group with longer-term financing not available on the local market, support the early-stage development of its Polish operations, and help strengthen HR policies, skills development, and women’s participation in the company.
In a comment to Forbes Ukraine, Rozetka noted that as of early May, the funds had not yet been received—the process is in the final approval stage.

Rozetka is one of Ukraine’s largest e-commerce companies, founded in 2005 by Iryna and Vladyslav Chechotkin. In 2015, Horizon Capital became a co-owner of Rozetka.
Today, Rozetka offers millions of products across various categories. Orders are delivered throughout Ukraine thanks to the company’s own logistics and network of pickup points. The platform has become one of the key players in Ukrainian e-commerce.
In 2019, the company took another step toward creating its own ecosystem by launching the RozetkaPay payment service, which allows users to quickly pay for purchases online and enables businesses to accept payments directly within the platform.
According to information published on the online retailer’s website, Rozetka has over 540 stores in more than 165 cities across Ukraine. The number of employees exceeds 5,000.
According to YouControl, companies within the Rozetka corporate group generated total revenue of 30.2 billion UAH in January–September 2025. This accounts for 76% of the total revenue of the ten largest online retailers.
