The European Union Has Opened the Sixth Cluster for Ukraine: What Does This Mean on the Path to Membership?

The European Union has officially opened the sixth negotiation cluster, “External Relations,” for Ukraine as part of the EU accession negotiations. This is another important step toward European integration, covering issues of foreign policy, international trade, security, and defense.

This was reported by "Komersant Ukrainian", citing the Council of the European Union and the European Commission.

Which cluster did the European Union open?

On July 14, the Third Intergovernmental Conference between the EU and Ukraine took place in Brussels, during which the parties officially opened negotiations on Cluster No. 6, “External Relations.”

“Together with Ukraine and Moldova, we are opening Cluster 6, which covers areas such as defense and security, where the arguments in favor of their EU membership are particularly compelling,” said Marta Kos, European Commissioner for Enlargement.

The European Commission emphasized that this thematic cluster determines the extent to which a candidate country is ready to align its foreign, trade, and security policies with European Union legislation and standards.

What sections are included in the sixth cluster

The negotiation cluster consists of two chapters.

Section 30. External Relations

This area covers:

  • harmonization of trade legislation;
  • integration into the EU’s common trade policy;
  • cooperation in the field of humanitarian aid;
  • fulfillment of international trade obligations.

Section 31. Foreign, Security, and Defense Policy

The second chapter within the sixth cluster—Chapter 31—falls within the scope of reforms at the Ministry of Foreign Affairs of Ukraine.

It concerns:

  • aligning Ukraine’s foreign policy position with that of the EU;
  • support for the European Union’s sanctions policy;
  • cooperation in the fields of security and defense;
  • participation in the EU’s common foreign policy.

Ukrainian Foreign Minister Andriy Sibiga added that in recent years, Kyiv has achieved 99% alignment of Ukraine’s foreign policy with the EU’s course.

“This result gives us hope for rapid progress. Ukraine remains fully committed to advancing reforms and achieving full alignment with the EU’s Common Foreign and Security Policy. We look forward to maintaining this positive momentum as the remaining negotiation clusters are opened. Together, we are building a stronger and safer Europe,” Sibiga said.

The EU has set benchmarks

The European Commission reported that benchmarks have already been set for this cluster, upon fulfillment of which the negotiation chapters can be provisionally closed.

At the same time, officials in Brussels emphasized that the negotiation process is based exclusively on the “merit” principle.

Monitoring of how Ukraine aligns its legislation with EU law and implements European standards will continue throughout the entire negotiation process.

Progress on Ukraine’s EU accession negotiations

The sixth cluster became the second to be officially opened in the membership negotiations.

As a reminder, on June 15, 2026, the European Union opened the first negotiation cluster for Ukraine, “Fundamentals,” which covers the rule of law, democratic institutions, public administration reform, and economic criteria.

Following this, Ukrainian President Volodymyr Zelenskyy stated that Ukraine had fulfilled the necessary conditions for opening other negotiation clusters.

What Does the Opening of a New Cluster Mean?

The opening of a negotiation cluster does not mean automatic accession to the European Union, but it does signal Ukraine’s gradual progress toward membership.

Moving forward, the country must:

  • harmonize its legislation;
  • meet European standards;
  • demonstrate their practical implementation;
  • pass an assessment by the European Commission before closing the negotiation chapters.
