Ukraine is launching more bus routes to Greece: new permits for carriers have been approved

Ukraine and Greece have agreed to exchange 50 permits for occasional international bus services in 2026. The agreement is expected to improve opportunities for Ukrainian carriers to operate tourist and group trips to one of the most popular summer destinations. This was reported by "Komersant Ukrainian" , citing the Ministry of Community and Territorial Development of Ukraine.
Ukraine and Greece have agreed on a new quota of permits
The agreements were reached during a meeting between Serhiy Derkach, Deputy Minister of Community and Territorial Development of Ukraine, and Christos Dimas, Minister of Infrastructure and Transport of Greece.
Under the agreement, the parties will exchange 50 permits for non-scheduled international passenger transport in 2026. Each permit grants the right to operate a single bus trip carrying passengers.
What does this decision mean for Ukrainian carriers?
The Ministry explains that the new quota will allow Ukrainian companies to operate more actively on the Greek route, which traditionally sees high demand during the summer tourist season.
This primarily refers to:
- tourist bus tours;
- group transportation;
- organized trips to Greek resorts.
According to Serhiy Derkach, the agreed-upon number of permits is not final.
“We have agreed with our Greek partners that if Ukrainian carriers use all of these permits, Greece will issue additional permits. This will allow us to respond quickly to actual demand and support Ukrainian businesses,” the official noted.
Permits will be available soon
The Ministry of Development reported that new permit forms will soon be available for Ukrainian international road carriers to order.
Currently, Ukrainian companies can provide non-scheduled international passenger transportation services under permits to more than 20 countries worldwide.

Ukraine Expands International Bus Transportation
This is not the first decision aimed at increasing opportunities for Ukrainian bus companies.
Previously, Ukraine reached an agreement with Romania to exchange 2,000 universal one-time permits for non-scheduled passenger transport, which significantly expanded opportunities for international bus service between the countries.
In addition, in 2026, the procedures for organizing international regular and non-regular bus services were updated in accordance with new legislative requirements and international agreements.
