The State Bureau of Investigation is conducting its most extensive audit of the TCC: What is known about Operation “Honest Draft”

The State Bureau of Investigations, in cooperation with the General Staff of the Armed Forces of Ukraine, has launched a large-scale special operation called “Honest Draft, ” as part of which investigative activities are being conducted simultaneously at more than 100 territorial recruitment and social support centers (TRSCs and SSCs) of various levels throughout the country.

What is the purpose of Operation “Honest Draft”?
According to the SBI, the special operation aims to identify systemic violations in the work of the territorial recruitment centers.
Law enforcement officials are investigating possible instances of:
- aiding in evasion of mobilization in exchange for monetary compensation;
- receipt of unlawful benefits;
- abuse of authority by military personnel at the territorial recruitment centers;
- illegal use of force;
- beating and torturing conscripts.
The Bureau emphasizes that this is not about a single high-profile case, but rather a comprehensive overhaul of the system.
“This is a comprehensive effort to clean up the system, not a reaction to a single high-profile case. For many at the TCC, today is truly ‘Clean Thursday,’” the State Bureau of Investigation noted.
Searches are being conducted in most regions of Ukraine
Investigative operations are taking place simultaneously in more than 100 territorial recruitment centers at various levels.
DBR personnel are involved in the operation in coordination with the General Staff of the Armed Forces of Ukraine.
One of the key areas of the investigation is potential corruption schemes.
The State Bureau of Investigations reported that once the initial investigative actions are completed in various regions of Ukraine, there may be:
- detentions;
- notifications of suspicion;
- other procedural decisions regarding individuals involved in criminal proceedings.
Law enforcement officials will reach final conclusions after analyzing the seized documents, materials, and other evidence.
