Warned the U.S.: Lavrov promised “systematic strikes” on Kyiv during a phone call with Rubio

On May25, Russian Foreign Minister Sergey Lavrov called U.S. Secretary of State Marco Rubio and told him that dictator Vladimir Putin had ordered the army to regularly shell Kyiv. Details of the conversation are reported by Russian propaganda media, according to "Komersant Ukrainian".

Lavrov said that “in response to Ukraine’s ‘terrorist attacks’ against the civilian population and civilian targets on ‘Russian territory,’ the Russian Armed Forces are ‘launching systematic and sustained strikes’ on Kyiv.” The targets will be “facilities used by the Ukrainian Armed Forces” and “decision-making centers,” the minister clarified, and recommended that Rubio evacuate diplomatic personnel and other U.S. citizens from the Ukrainian capital.

He also mentioned the summit between Putin and Donald Trump in Anchorage in August 2025 and “expressed regret” that the “reckless efforts of the European elite” and the Ukrainian leadership are “undermining” the progress achieved during that meeting toward a “sustainable long-term settlement” in Ukraine.

Meanwhile, on Monday, the Russian Foreign Ministry announced new shelling of Kyiv—this came the day after a massive attack on the city involving hundreds of drones and dozens of missiles, including “Oreshnik” missiles. The ministry stated that the targets would be Ukrainian defense industry facilities, “decision-making centers,” and command posts. The Foreign Ministry explained that the Russian authorities’ “patience had run out” following the Ukrainian Armed Forces’ strike on Starobilsk in the “LPR” on May 22, which led to the destruction of a student dormitory and the deaths of 21 people.

Meanwhile, the Russian Ministry of Defense has already presented the massive shelling of Kyiv on May 24 as a “response to Ukraine’s terrorist attacks on civilian targets” and retaliation for the strike on Starobilsk. It also confirmed the use of the non-nuclear version of the “Oreshnik” medium-range ballistic missile. Prior to this, it had been used only twice.

The General Staff of the Armed Forces of Ukraine denies striking a student dormitory in the “LPR.” They claim that they targeted exclusively Russian military facilities—ammunition depots, air defense systems, command posts, and the headquarters of the “Rubicon” UAV unit.
