What Will Change in Ukraine Starting August 1, 2026: Rates, Benefits, New Booking Rules, and Social Reforms

The last month of summer traditionally marks a turning point for many legal, financial, and social changes. August 2026 is no exception: martial law remains in effect in Ukraine, the rules for certain government benefits are changing, new targeted programs to support veterans and prepare children for the school year are launching, and businesses will have to adapt to new requirements regarding employee retention and the next phase of freight logistics indexation. Martial Law and New Deadlines for Staff Retention
The legal regime of martial law and general mobilization in Ukraine is being extended for another 90 days—from August 2 to October 31, 2026. In this context, August will be a month of rigorous inspections and reporting for Ukrainian entrepreneurs and business leaders.
In particular, by August 10, employers who have previously been granted the status of being critical to the functioning of the economy or to ensuring the livelihoods of the population are required to submit the relevant reports and confirm compliance with the mandatory salary threshold for their employees. The inspection is conducted in accordance with the updated provisions of CMU Resolution No. 862.
In the event of non-compliance with the requirements or late submission of documents, the company risks losing its critical status, which automatically results in the cancellation of the exemption for employees subject to military service.
Changes to the “National Cashback” Program and Resetting of Balances
Starting August 1, the procedure for using funds accrued under state support programs for the population will change significantly.
First and foremost, July 31 was the last day citizens could spend their remaining funds from the “National Cashback,” “Winter Thousand, ” and “Fuel Cashback” programs for previous periods. Starting August 1, all unused funds will be returned to the state budget, and the corresponding accounts will be reset to zero.
At the same time, the “National Cashback” program itself continues to operate under a new format. Throughout August, citizens will begin receiving bonuses accumulated in May and June 2026 (the maximum amount is up to 3,000 UAH per month).
Starting in August, the timeframe for using these funds will be significantly extended: the funds paid out can be used to pay for utilities, purchase Ukrainian medications and books, or make donations to the Armed Forces of Ukraine through April 2028.

Independence Day Payments and Compensation for Pensioners
No general indexation of pension payments is planned for August, as the scheduled adjustment took place in the spring. However, the government will pay the traditional annual one-time benefits and automatically increase pensions for certain age groups.
By August 24, war veterans, individuals with special merits to the Motherland, and other eligible groups will receive a one-time cash payment along with their pension or social assistance.
The amount of this benefit is set at 2,000–3,000 hryvnias.
- People with Group I war-related disabilities will receive 3,100 hryvnias.
- Persons with war-related disabilities in Group II will receive 2,900 hryvnias.
- People with Group III war-related disabilities will receive 2,700 hryvnias.
- Combatants and victims of the Revolution of Dignity will each receive 1,000 hryvnias.
- Citizens who have rendered special services to the Motherland will receive 3,100 UAH.
Pensioners who turn 70, 75, or 80 in August will automatically be credited with a monthly compensatory allowance. The main condition for receiving this allowance remains the total pension amount, which must not exceed 10,340.35 UAH.
For those aged 70 to 74, the supplement will be 300 UAH; for those aged 75 to 79, it will be 456 UAH; and pensioners aged 80 and older will receive an additional 570 UAH per month.
Social Programs: Support for Schoolchildren, IDPs, and Veterans with Disabilities
August is traditionally a busy time for getting children ready for school, so the government has provided targeted assistance for parents of first-graders. As part of the “Schoolchild’s Package” project, families can apply for a one-time government payment of 5,000 UAH for each child starting school for the first time, to purchase school supplies, clothing, and shoes.
Important changes will also affect internally displaced persons. Starting August 1 , the “one family—one state assistance mechanism” principle will take effect for receiving housing vouchers. This means that IDPs will no longer be able to combine IDP housing vouchers with other state or preferential housing programs.
In addition, a large-scale program to support veterans who have completely or partially lost their sight as a result of combat operations will launch in August in partnership with the Red Cross Society. As part of this initiative, veterans will be able to receive targeted financial assistance of up to 95,000 UAH, which can be used for special home modifications and the purchase of rehabilitation equipment.
Electricity Rates and Freight Logistics
The issue of utility rates remains one of the most important for the public. Starting August 1, the price of electricity for residential consumers will remain unchanged—the fixed rate of 4.32 UAH/kWh will remain in effect until at least October 31, 2026. For owners of dual-rate meters, the preferential nighttime rate of 2.16 UAH/kWh (from 11:00 PM to 7:00 AM) remains in effect.
However, for the industrial sector and freight logistics, August brings a significant increase in costs. Ukrzaliznytsia is implementing the first phase of tariff indexation for rail freight transportation, increasing rates by 30%, and is also standardizing the rules and costs for transporting empty railcars. This may put additional financial pressure on agricultural, metallurgical, and construction companies.
