Kyiv’s allies have blocked NATO’s plan to aid Ukraine, according to media reports

The United Kingdom, France, Spain, Italy, and Canada blocked a proposal calling for NATO member states to allocate 0.25% of their GDP to military aid for Ukraine. NATO Secretary General Mark Rutte acknowledged that his plan would not be implemented because it did not receive sufficient support. This was reported by The Telegraph, as cited by "Komersant Ukrainian".

Rutte had hoped the proposal would be ratified at the NATO summit in Ankara on July 7–8.

Last week, ministers began discussing the initiative. According to a source, at least seven members expressed support for it, each of whom already spends more than 0.25% of GDP on military aid to Ukraine. However, ratification requires unanimous support from all Alliance member countries.

British Aid to Ukraine

This is the second blow to Britain’s standing as one of Ukraine’s most loyal allies, The Telegraph noted. Last week, the government in London faced sharp criticism after approving temporary exemptions for the purchase of aviation and diesel fuel refined from Russian oil in third countries.

Prime Minister Keir Starmer had previously pledged to allocate at least £3 billion per year to support Ukraine—approximately 0.1% of GDP.

According to data analyzed by the Kiel Institute for the World Economy (IfW), the Netherlands, Poland, as well as the Nordic and Baltic countries, are providing aid amounting to 0.25% of GDP or more.

Earlier, on May 22, three key European allies of Ukraine held talks with the country’s President Volodymyr Zelenskyy on how to revive stalled efforts to end Russia’s aggressive war. The video conference, attended by German Chancellor Friedrich Merz, French President Emmanuel Macron, and British Prime Minister Starmer, focused on the question of “how to intensify diplomacy in the name of peace and ensure Europe’s participation in this process,” the Ukrainian president reported on Telegram.
