Ukraine strengthens fight against Internet piracy: updated procedure for registering infringing websites in WIPO ALERT

Today, on March 10, the Ministry of Economy of Ukraine has launched an updated procedure for adding websites that infringe intellectual property rights to the WIPO ALERT international platform of the World Intellectual Property Organization (WIPO). This step is aimed at strengthening the fight against piracy at both the national and international levels. This was reported by "Komersant Ukrainian" with reference to the Ministry of Economy.
“This is an important step in the fight against piracy at the national and international levels. From now on, Ukraine has a mechanism to bring to justice the offenders for advertising on websites,” said Deputy Minister of Economy of Ukraine Vitaliy Kindrativ.
What is WIPO ALERT and how does it work?
WIPO ALERT is a global secure online platform administered by WIPO and used to combat the spread of illegal content.
Participating countries add their own national lists of websites that infringe intellectual property rights. This allows advertisers, rights holders, and other market participants to avoid cooperation with pirate resources, thereby reducing their profits.
National list of infringing websites
The updated National List of Websites Raising Concerns about Intellectual Property Rights is now available on the official website of the Ministry of Economy of Ukraine. The list will be regularly updated and supplemented with new resources that distribute illegal content.
According to Vitaliy Kindrativ, Deputy Minister of Economy of Ukraine, the launch of the updated procedure is an important step in ensuring responsibility for advertising on pirate websites. This mechanism will reduce the funding of such resources through advertising revenues.

How is the National List formed?
The Ministry of Economy has developed a procedure for creating and maintaining the National List of Infringing Websites in accordance with the Law of Ukraine “On Advertising” (Order of the Ministry of Economy No. 2945 of February 3, 2024). In 2023, the Ukrainian National Office of Intellectual Property and Innovations (UKIPI) began reviewing copyright infringement claims from right holders and making conclusions on the inclusion of websites in the list.
