In Ukraine, 25 companies from various regions have already joined the project to create a private defense industry, which the Cabinet of Ministers launched in November 2025, Prime Minister Yulia Svyrydenko reported, according to "Komersant Ukrainian".

“The pilot project to create a private air defense force, which the government launched in November 2025, is already yielding practical results. Twenty-five Ukrainian companies from various regions have already joined efforts to strengthen the country’s multi-layered air defense system,” she wrote on Telegram.

As Svyrydenko noted, these enterprises have received the appropriate status from the Ministry of Defense and are currently in the process of forming their own air defense groups. Several such groups are already carrying out combat missions. As of today, more than 10 enemy drones have been shot down, including Shahed and Zala.

“This is an example of how the state, the private sector, and the military can jointly strengthen the protection of critical infrastructure. At the same time, this makes it possible to scale air defense capabilities without placing an additional burden on combat units,” Svyrydenko noted.

According to her, a clear mechanism is in place for companies wishing to join the project: submitting an application to the Ministry of Defense, verifying the company’s compliance with specific criteria, forming a team, training personnel, and subsequent work in coordination with the Ukrainian Air Force. A simplified application process applies to critical enterprises—they receive authorization on a declarative basis.

Applications to participate in the pilot project can be sent to the Ministry of Defense’s email address: [email protected].
