A correction in the hundreds of millions: who is completing the school in Zakarpattia without any competition

The municipal agency “Department of Joint Property of Territorial Communities” of the Transcarpathian Regional Council has commissioned revisions to the construction project for a school and boiler house in the town of Kolchino, worth over 225 million hryvnias. The contract was awarded to a company with no competitors—the same contractor already known for this project. This was reported by Prozorro , as relayed by "Komersant Ukrainian".
On December 22, following the tender results, the client signed an agreement with Garantbud LLC to revise the construction of a school and boiler house in Kolchino, 6 km from Mukachevo. The total contract value is 225.58 million UAH.
By the end of the year, blocks A, B, and C of the school, as well as the boiler room, are scheduled to be completed at 16 Fridyshevska Street in Kolchino. Construction has been underway since 2021. Since 2023, Garantbud has been the contractor for the project and has already received UAH 119.22 million for the work performed.
Funding is provided from the local budget.
According to Prozorro, the company was awarded the contract without competition. The client is the Municipal Enterprise “Management of Joint Property of Territorial Communities,” headed by Anton Gromovyi.
Who is the contractor
Garantbud LLC is owned by Uzhhorod businessman Oleg Dlusky. He is also a co-owner of the “Terminal Yapi and Garantbud” consortium, in which 90% is owned by Garantbud and 10% by the Turkish company Terminal Yapi ve Ticaret A.Ş.
In addition, Garantbud is part of the Kyiv-based consortium “Adamant and Kintegro” (7.14%), whose co-owners include Petro Levchenko and Roman Topazli.
The anti-corruption center “Mezha” previously reported on Garantbud’s ties to Denys Komarnytskyi and People’s Deputy Mykola Tyshchenko. The company was previously registered in Kyiv and was later re-registered in Kolchino. This occurred during the period when Tyschenko headed the Transcarpathian regional organization of the “Servant of the People” party.
