NSDC does not monitor the effectiveness of anti-Russian sanctions

The National Security Council of Ukraine, in response to a request from Komersant ukrainskyi , reported that there was no data on monitoring the effectiveness of the anti-Russian sanctions.

Due to frequent media reports that the anti-Russian sanctions imposed on individuals and legal entities often do not prevent substation companies from withdrawing assets from Ukraine, K. addressed the following questions to the NSDC:

  • Does the NSDC generally monitor the effectiveness of the imposed anti-Russian sanctions?
  • Does it monitor manifestations/attempts to avoid them by certain sanctioned persons/legal entities?
  • If so, what trends does this analytical work of the NSDC show?
  • What measures are taken at the level of the Council to counter this? How effective are such measures?
  • Is the NSDC aware of specific facts of sanctions evasion? If so, which ones?

At the same time, in response to the questions posed, the NSDC said that it had no such information.

“To respond to a request, the manager should not create new information (prepare analytical materials, explanations, etc.). After analyzing the content of your request, we note that it does not contain a request to receive information reflected and documented by the National Security and Defense Council of Ukraine and its Secretariat,” the Council said in its response.

The day before, a number of media outlets reported that Alfa-Bank and Russian businessman Mikhail Fridman had allegedly managed to withdraw $3 million from the bank’s offshore accounts despite the anti-Russian sanctions. It was pointed out that this could have been facilitated by decisions of certain Ukrainian courts, as well as the actions of the executive service of the Ministry of Justice of Ukraine.

Danylo Hetmantsev, Chairman of the Verkhovna Rada’s Tax Committee, said that in order to clarify all the circumstances, he would prepare a request to the NBU.
